I've always been intrigued by Vasnetsov's work. He seemed to mast the human eye in a way that his paintings at times seem to be peering into you.
It is a fresco from St. Volodymyr's Cathedral, Kiev. I have not been able to find more detail than just "Russian monks and bishops", which is pretty obvious.
